The Failure of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are issued from multiple capitals. Significant resources is allocated on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from across the border, a capability enabled by current data. From observation points, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – modern combat jets supplied to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new proposal from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, persist.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but avoiding a entire defensive failure until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
